2. 報名ENTRY
2.1 報名的限制Entry Limitations
本屆錦標賽開放給所有會員國及可參加每個性別不超過5名最多7名飛行傘飛行員的團隊之FAI準會員國。
The Championships are open to all Member and Associated Member countries of FAI who may enter the team with the maximum 7 paraglider pilots not exceeding 5 of one sex.
飛行員的最大數量是100。
The maximum number of pilots is 100.
所有的參加人員必須以由NAC代表簽署的正式報名表辦理。
All entries must be made on the official Entry Form, signed by NAC representative.
2.2 報名費Entry Fee
申請資料及費用未於報名截止日期之前收到可能會被拒絕。報名費將是每名男性飛行員150€﹙歐元﹚及每名女性飛行員75€﹙歐元﹚,領隊和其他陪同人員75€﹙歐元﹚。
Application materials and fees not received by the entry deadline may be rejected. Entry fee for each male pilot will be 200 € (Euros) and 100 € for each female pilots, and 100 € for team leader and other accompanying persons.

3. 一般規定GENERAL RULES
3.1 報到登記處總部:台灣宜蘭縣頭城鎮濱海路2(伯朗咖啡館)

將於2012年6月12日08:00至17:00開放。抵達時領隊和隊員應當向登記處報到以便檢查他們的證件,並領取補充規定和資料。在正式訓練回合期間將由主辦單位進行設備檢查,以確保所有飛行員都符合安全設備的規定。
The Registration office will be open from 08:00 to 17:00 on June12, 2012. On arrival the team leader and members shall report to the Registration Office to have their documents checked and to receive supplementary regulations and information. Equipment checks will be made by the organizers during the official training round to ensure all pilots are conforming to the rules on safety equipment.
3.2 飛行員報到登記 Pilot Registration
所有飛行員必須在報到登記處出示下列文件:
All pilots must present at the Registration office with following documents:
• 參賽人員的國籍證據
Evidence of competitor's nationality
• 飛行員的有效FAI體育證照
Pilot's valid FAI Sporting license
飛行員的資格證據(NAC證照或飛行傘熟練程度至少4級之IPPI 卡)
Evidence of pilot qualification (NAC License or IPPI card equivalent to IPPI 4 standard minimum)
• 傘具適航性證據
Evidence of paraglider airworthiness
個人意外保險證明(非必要,但推薦)
Certificate of personal accident insurance (optional but recommended)
 第三人責任保險證明(最低保額4500€歐元)
Certificate of third party liability insurance (minimum insurance coverage 4500 €)
3.3 我們將提供在競賽網站﹙http://221.169.58.128/papa/20120618comp.htm ﹚上飛行員的線上預先登記,以允許飛行員線上填寫登記表,包括比賽報到登記之前上傳上述的文件副本。
We will provide online pilots pre-registration at the competition website http://221.169.58.128/papa/20120618comp.htm to allow pilots to fill out the registration form on-line, including uploading copies of the documents described above prior the competition registration.
由NAC負責人所簽署的報名表及飛行員所有文件的正本,必須在報到登記期間出示。
Original of the entry form signed by NAC responsible person and all pilot documents must be presented during the registration.

4 比賽規則
Rules of Competition
4.1航次Number of rounds
最少航次不得少於3航次。預定12航次
There shall be a maximum of twelve (12) full rounds completed within the time available. A minimum of three (3) valid rounds must be completed.
4.2安全簡報Safety briefing GS 7C2.13
*大會裁判長必須在飛行開始前,向所有飛行員,提供一個安全簡報。
The Chief Judge shall hold a safety briefing to all pilots at the start of each competition day.
*大會裁判長負責確認安全或不安全的飛行條件,而安全委員會作為安全方面考量的制衡。
The Chief Judge is responsible for determining safe or unsafe flying conditions, while the Safety Committee serves as a check and balance for safety considerations.
*飛行員安全的最終責任,有賴飛行員本人的決定,並不能由大會裁判長或安全委員會的行動或決定提供保證。
The ultimate responsibility for a pilot’s safety lies with the decisions of the pilot himself and is not guaranteed by the actions or decisions of the Chief Judge or the Safety Committee.
4.3計分規定Recording of ScoresGS 7C 5.1.1
一個不飛的飛行員,是以DNF表示在評分表上,並給予最差的評分1000
A pilot who did not fly is indicated DNF on the score sheet and accorded the maximum score of 1000.
一個在航次中失去資格的飛行員,是以DSQ表示,並給予最差的評分1000
A pilot who is disqualified for that round will be indicated DSQ on the score sheet and accorded the maximum score of 1000.
一個因疾病或意外退出比賽的飛行員在後續沒有飛行的航次均以1000計分。
A pilot who withdraws for illness or accident shall be accorded a score of 1000 for all subsequent rounds not flown.
一個失去資格的飛行員,應不再被視為是一個參賽人員
A pilot who is disqualified shall no longer be counted as a competitor for the purposes of scoring.
4.4如果參賽人員降落(著陸)測量區域(計分區)外面,將得到最差分數1000GS 7C 5.2.1If the competitor lands outside the measuring field he scores a maximum score of 1000, which is the measuring field radius.
4.5參賽人員將依據著陸點(即接觸地面的第一點)與中心圓盤邊緣之間的公分距離評分。如果降落(著陸)點是在正中心圓盤,評分應為零(0)公分。
GS 7C 5.2.1
Competitors will be scored on the distance in centimeters between the landing point (i.e. the first point of ground contact) and the edge of the dead centre disc. The score shall be 0 cm, if the landing point is at the dead centre disc.
4.6 鞋具:參賽人員所用鞋具的腳根與腳尖不得進行可能損壞自動測量裝置的修改。GS 7C 2.16.3
FootwearHeel and tip of competitors’ footwear must not be modified such that it might damage an automatic measuring device.
4.7著陸的定義GS 7C 1.6.6.1
The definition of landing
飛行員及其裝備,或其傘翼之任何部分首先觸及地面的時間點。
The point at which any part of the paraglider pilot, his equipment, or his wing first touches the ground.
4.8 跌倒意謂,身體任何部位或裝備在傘翼觸地之前,先觸及地面。GS 7C 5.2.1
A fall means if any part of the body or equipment touches the ground before the wing does.
套袋觸地 Harness touches the ground.
4.9 双脚以外不得第三點觸地。
Any third point except both feet must not touch the ground.
4.10如果參賽人員雙腳同時降落(著陸),或者以腳接觸的第一點無法被定義,則取其足跡的最遠一點進行測量。GS 7C 5.2.1
If a competitor lands with both feet together or lands in such a manner that the foot’s first point of contact cannot be defined (heel, tip…), then the furthest point of the footprint is measured.
4.11得分達到最低的15公分以內,則由自動測量裝置(AMD)進行測量。
如果AMD出現故障,或未重新設定,或地面接觸的第一點已在地面上,裁判可以人工測量飛行員的成績。GS 7C 5.2.2
Scores up to minimum 15 cm are measured by the automatic measuring device. If an automatic measuring device is found to be defective or not reset and the first point of ground contact has been on it, judges may measure that pilot’s score manually.
Team Scores團隊計分GS 7C 5.2.4
4.12如果任何一個國家參賽人員數目少於地方性法規所載明之團隊規模,則團隊每一回合中沒有參賽人員之每一個得分給予最差分數1000。(例如:一隊的規模為5人,如果只有3個參賽人員,則那一航次的團隊評分將是參賽人員所取得的三個分數加上兩個1000分數的總和)。GS 7C 5.2.4.1
If any Nation has less than the number of competitors specified in the local regulations for team size, then a maximum score of 1000 will be awarded to the team for each round for each of the scores for which there is no competitor (e.g. for a team size of 5, if there are only three competitors then the Nation's score for that round will be the aggregate of the three scores achieved by the competitors plus two maximum scores of 1000 each).
4.13在正常比賽結束時,如發生最先3個團隊平手的情形,情況許可之下,則三個團隊之所有成員,將再飛一次,如果任何團隊仍然平手,仍將依據要求繼續下去,直到僵局打破。GS 7C 5.2.5.1
In the event of any tie between first three teams at the end of regular competition, all members of each of those teams will have an additional flight, if circumstances permit. If any teams are still tied, this will be repeated as required until the tie is broken.
如果裁判長﹙Chief Judge﹚認為時間不足,則由每隊提名的一個成員之間進行分開競飛 fly off﹚。GS 7C 5.2.5.1
In the case of insufficient time, as determined by the Chief Judge, the fly off will be between one nominated member from each team.
4.14團隊最差的評分不得忽略不計。
國家隊每一航次的成績,應是國家隊中最佳的Y個飛行員所取得分數的總計,
Y是原則上(X+2)/2四捨五入到最接近的整數。
The worst one (1) team score shall not be ignored or dropped.
The Nation's team score for each round shall be the aggregate score of the best Y pilots in the Nation's team. Y is nominally (X+2)/2 rounded up to the nearest whole number.
個人計分Individual ScoresGS 7C 5.2.3
4.15個人分數以成立航次之分數總合計算,以最少之公分者為優勝
如發生最先的3個個人平手的情形,3個人將再飛一次,直到分出勝負。
5個或更多有效航次完成時,最差的一航次成績忽略不計。GS 7C 5.2.5.2
The score of an individual shall be the aggregate of all the scores achieved by that competitor, the least cm measured shall be the winner.
In the event of any tie between the first three individuals, all three individuals will have an additional tie-breaker flight until the tie is broken.
When five (5) or more valid rounds are completed, the worst one (1) individual score is dropped.
4.16記分員將盡快在一航次比賽結束後,張貼該航次的分數(明確標示張貼的日期和時間)於主要佈告板,並貼上「暫時﹙PROVISIONAL﹚」標籤。
GS 7C 5.2.6
As soon as is practical after the end of a round the recorder will post the scores from the round (with the posting date and time clearly identified) on the main briefing board labeled PROVISIONAL.
任何就評分的抗議,必須在地方性法規所載,從張貼成績的時間起算之時限內申請錄案。時限截止,此一航次的評分將被公佈為「正式﹙OFFICIAL﹚」。
Any protest with the scores must be lodged within the time specified in the Local Regulations from the time the scores are posted. At the end of this time the scores for the round will be declared as OFFICIAL.
4.17定點目標The Target GS 7C 5.5
目標的位置,將由大會裁判長決定(也可能經由CIVL觀察員建議大會裁判長)。
Positioning of the target will be at the discretion of the Chief Judge (who could be advised by CIVL Observer).
各航次間的目標可能會變動﹙relocated﹚,但進行中的航次不得為之。
The target may be relocated between rounds, but not while a round is in progress.
4.18測量區域(計分範圍)The Measuring field GS 7C 5.6
測量區域連同自動測量裝置在中心。環繞正中心的圓圈必須設定為0.5公尺 2.5公尺、5公尺,及10公尺半徑。
The Measuring Field is represented by a clearly marked circle with the automatic measuring device in the centre. Clearly marked circles must be set at 0.5 m, 2.5 m, 5 m and 10 m radius, centered around the dead centre.
4.19試飛員PRE-FLYERS GS 7C 8
試飛員在於協助大會裁判長決定何時開始起飛,並提供參賽人員有關飛行狀況的資料。GS 7C 8.1
The object of pre-flyers is to assist the Chief Judge in deciding when to start take-offs, and to provide information to competitors about the flying conditions.
試飛必須在每一個競賽日開始時,以及較長的暫停﹙stand down1小時以上之後。GS 7C 8.2
Pre-fliers will fly at the start of each competition day and after significant stand down of 1 hour or more.
飛行安全Flight safety
4.20參賽人員應在任何時候都遵守航空的國際規則。
山脊爬升、轉彎和降落(著陸)的模式應被遵守,且任何時候都應保持適當的注意。
一個滑翔傘(飛行傘)加入另一個滑翔傘(飛行傘)進入一個熱氣流,不論其相隔的高度,應以第一個滑翔傘(飛行傘)建立的方向,進行同一方向的盤旋。
GS 7C 2.16.8
Competitors shall at all times adhere to the international rules of the air. Ridge soaring, turning and landing patterns shall be complied with and a proper lookout kept at all times.
A glider joining another in a thermal shall circle in the same direction as that established by the first regardless of height separation.
4.21如果條件不適合或變得不安全。大會裁判長可暫停起飛。
當起飛重新開放,通常將從中斷之時點繼續被停止的航次。
一個較長的暫停(stand-down)﹙如地方性法規所載﹚期間之後,首先由試飛員﹙pre-flier﹚試飛。GS 7C 2.16.9
The Chief Judge may suspend the launch if conditions become unsuitable or unsafe. When the launch is re-opened, normally the round will continue from where it had been stopped.
After a significant period of stand-down (as specified in the Local Regulations), a pre-flier will launch first.
4.22雲中飛行是禁止的,且不得攜帶迴轉儀裝置(gyroscopic instruments)或允許無地面視覺參照物飛行(permitting flight without visual reference to the ground)之其他設備。主辦單位可根據這項禁令,納入特別類型或名稱的裝置。GS 7C 2.16.8
Cloud flying is prohibited and gliders may not carry gyroscopic instruments or other equipment permitting flight without visual reference to the ground. The organizers may include special instruments by type or name under this prohibition.
*經證實的雲中飛行案件,將遭到處罰;
初次犯規將是1000分處罰,再次犯規,將被排除參加剩餘的比賽。
Proven cases of cloud flying will result in a penalty being applied; this will be a maximum score of 1000 for the round of the first offence and exclusion from the remainder of the competition for any subsequent offence.
4.23 目標上空(AGL)進行低空超越是不被容許的,並可能導致1000分處罰;它可能被視為是危險的飛行行為。GS 7C 2.21.3
Overtaking at low altitude above the target (AGL) is not allowed and may lead to maximum score of 1000 penalty; it may be regarded as dangerous flying conduct.
4.24未經大會裁判長准許,於比賽當天,參賽人員不得從比賽場地起飛,亦不得接近降落(著陸)點。但可能允許試飛﹙test flying﹚,但飛行員絕不能企圖靠近目標區。GS 7C 2.17.1
No competitor may take-off during a competition day from the competition site, nor approach the target landing, without the permission of the Chief Judge. This may be given for test flying but the pilot must not attempt to make a target approach.
4.25通訊設備Radio GS 7C 2.18.1
每一隊之參賽人員及領隊各允許有一個無線電發射機。無線電發射機之允許,是基於安全的理由,及領隊和他的飛行員之間的溝通。
無線電通訊設備不得作為提供有利的比賽資訊,如目標區的狀況或指導飛行員等目的之使用。
Voice radio transmitters are allowed for reasons of safety and communication between the team leader and pilots. Radios are not to be used during competition flight for the purpose of providing advantageous competitive information or coaching a pilot.
4.26起飛間隔Launch Intervals GS 7C 2.20.1
*飛行員將依不同時段起飛,以確保根據當時條件,在最後的進航和降落(著陸)之間有足夠的間隔。起飛的間隔為飛行員交錯之間最少1.5分鐘。
Pilots will be launched at timed intervals to ensure adequate separation during final approach and landing, according to the conditions. The recommended launch interval should be 1.5 minutes between pilots.
*飛行員飛行必須依高度予以間隔,以確保安全和清晰的降落(著陸)在目標。GS 7C 2.21.3
Pilots flying have to separate themselves by height to ensure safe and unobscured landing at the target.
4.27起飛順序Flying OrderGS 7C 2.20.2
*飛行員採取預定的順序起飛。每一個國家的團隊成員將按照參賽申請表編配1 2 3 等等的編號。開始競賽時,團隊將隨機抽籤,以確定飛行順序。
Pilot’s take-off in a scheduled order. Each nation's team members will be allocated a number 1, 2, 3 etc. in accordance with the competition entry form. At the start of the contest, teams will be drawn at random to determine flying order.
每個飛行員,將分配一個飛行員號碼,表明他的飛行順序位置,例如:每隊所有編號 1 者,第一個飛,其次為編號2 3 等等。
Each pilot will then be allocated a pilot number indicating his position in the flying order such that: all the number 1s from each team fly first, followed by number 2s, 3s etc.
4.28當大會裁判長呼叫最後一航次(可能是第12航次或更早的一航次,如果大會裁判長事先宣布這將是最後一航次的比賽),飛行員應反轉﹙reverse﹚目前的比賽順序起飛。GS 7C 2.20.2.2
When the Chief Judge calls the Final Round (which may be Round 12 or an earlier round if the Chief Judge declares in advance that this will be the Final Round of the competition), pilots should launch in reverse order of their current competition position.
4.29起飛失敗Failed take-off GS 7C 2.21.1
面對一個失敗的起飛、因考慮起飛後的安全問題、而導致原點降落(著陸),或遠離目標區,飛行員將得以重飛﹙re-launch﹚該航次。
In the event of a failed take-off or safety problem immediately after take-off which results in a landing at take-off or away from the target the pilot will be eligible for a re-launch for that round.
4.30無法起飛Inability to LaunchGS 7C 2.21.1.1
如果飛行員無法在風及氣候條件合乎規定底限之內,安全起飛。經起飛主管或大會裁判長的裁量,飛行員可能被判暫停或永久退出比賽。
At the Launch Marshal’s or Chief Judge’s discretion, a pilot may be temporarily stood down or permanently withdrawn from the competition if he appears unable to launch safely in wind and weather conditions that fall within the operating limits.
4.31主辦單位基於安全理由,要求空中的飛行員飛離目標所發出的信號是,一人或多人在測量區域﹙Measuring Field﹚清楚的搖動紅色信號旗。
GS 7C 2.21.4
The official signal for pilots in the air to fly away from the target for safety reasons is that a person or persons at the Measuring Field will clearly wave a red signal flag.
4.32 選手於接近定點目標範圍距離10公尺內禁止再作超過(90)度的轉向,違反者該航次1000計分
A competitors in the distance within 10 meters of the landing point, is not allowed to make a turn more than (90) degree, violator will receive a maximum score of 1000 for that round.
順風著陸該航次1000計分
Downwind landing will receive a maximum score of 1000 for that round.
4.33起飛主管呼叫參賽人員前進,而參賽人員未做好在既定飛行順序的飛行準備時,或沒有起飛主管的同意即起飛者,他們那一航次的評分,將被處以最高1000分處罰。GS 7C 2.21.2
Competitors not ready to fly in the established flying order when called forward by the Launch Marshal or those who launch without the Launch Marshal’s permission, will be liable to a maximum score of 1000 penalty for that round.
4.34重飛﹙re-launch﹚:重飛可因下列理由被授予GS 7C 2.21.6
A re-launch may be awarded for the following reasons:
*參賽人員只可在飛行產生爭議之後,在該參賽人員簽署評分之前,向目標區的活動裁判﹙Event Judge﹚提出申請,要求重飛。
A competitor may only request a re-launch following the disputed flight by applying to the Event Judge at the target before signing for his score.
*參賽人員在與任何其他人溝通(除裁判長和活動裁判Chief and Event Judges之外)之前,必須向記錄裁判﹙recording judge登記他的重飛要求。
The competitor must register his request for re -launch with the recording judge before communicating with any other person (with the exception of the Chief and Event Judges).
*當被給予重飛之時,參賽人員所獲該次有爭議飛行的評分,將被取消。
At the time a re-launch is awarded the competitors score for the disputed flight will be cancelled.
*在大會裁判長裁量之下,應在那一航次期間的結尾或下一航次期間開始。
如果重飛未被同意,且飛行員拒絕簽署評分,這將被視為是一宗投訴,且投訴發生的時間,會予以記錄並通知飛行員。
Re-launches shall take place at the end of the full round in which they were awarded, at the discretion of the Chief Judge, during that round or the subsequent round. If a re-launch is not awarded and the pilot refuses to sign for the score this will be deemed to be a complaint and the time at which the complaint arose will be recorded and notified to the pilot.
*面對一個失敗的起飛、或因考慮起飛後的安全問題、而導致原點降落(著陸),或遠離目標區,飛行員將得以重飛﹙re-launch﹚該航次。
In the event of a failed take-off or safety problem immediately after take-off which results in a landing at take-off or away from the target the pilot will be eligible for a re-launch for that round.

The wind speed exceeds the specified limit during the time of 30 seconds before the competitor touches the landing point. The competitor will be automatically offered a re-launch. The competitor may choose to accept the score achieved or accept a re-launch. The competitor must make a decision immediately.

The target is obscured during a competitor's final approach and the pilot does not attempt to land on the target. The competitor may indicate (point or call out) the obstruction as he lands.

The judges are unable to agree an accurate score for any reason.

If there is any significant external distraction which demonstrably affects the competitor's target approach.

Judges’ discretion is on the grounds of a technical problem or abnormal conditions. This may be a failure with equipment (e.g. a broken steering line or a big tuck during the flight) which is not a result of the pilot’s poor preflight check, or massive sink such that a pilot is unable to reach the target or arrives with insufficient height to make a reasonable final approach. A re-launch may be authorized.

The maximum permitted wind speed, as measured at the target during the final 30 seconds of a competitor’s flight, will be specified in the Local Regulations. The nominal maximum wind speed is 7.0 meters per second, if the limit is exceeded; the pilot will automatically be offered a re-launch.

If the wind speed exceeds the stated limit at the target, consistently during consecutive competition flights, the Chief Judge should consider halting the competition until the wind has eased sufficiently. The upper winds, which are not measurable, are not taken into consideration, except for matters of flight safety.

The competitor will be entitled to unobstructed visibility of the target during the final approach.
A pilot landing outside the target area must report to the Judging Team as soon as possible. Failure to do so may invalidate any claim for a re-flight.

4.35 必要装備:安全帽EN966。緊急傘。防止脫落之套帶。對講機。

Compulsory equipments: A helmet which certified to EN966 standard, a serviceable rescue parachute, a slip-off resistant harness, and a radio.
4.36 1個航次報到選手全部飛完,下一航次已開始飛行時,遲到的選手只能從該航次開始比賽,不得補飛巳完成之航次。
When all reported competitors have completed one round and start flying the next round, competitors who came in late may only start from the round not yet completed, and must not fly the previous completed round.

4.37選手認為裁判登記成績無誤須於記錄表簽名,未簽名者將不得對登記分數提出異議。
A competitor must sign on the score sheet if he deems the score recorded by the judge is accurate, one who not sign on the score sheet is not in a position to challenge the recorded score.
4.38 如因天氣狀況不良無法完成規定航次比賽時,以成立之航次計分。
In the case that the competition rounds can not be completed as a result of adverse weather conditions, the scores is then recorded according to the rounds validated.

The duration of open window is set up in principle that all pilots are able to complete and validate the rounds for that day (except when pilots do not fly on account of personal incorrect judgment or other non-security related reasons).

4.40 比賽中止Stop the competition

The wind speed exceeds 7 meters per second during the open window period.
